Brief JH outage today 08/08/2023

Dear experimenters,

We need to perform a brief Jupyter Hub outage in order to update the container images. We noticed a significant slow down in JH performance that appears to be caused by latest JH container images we put in service earlier last week. This seems to affect basic TCP/IP communications between the container and the world and is likely caused by some recent change in Jupyter code. We will update the images to a different version of the code to alleviate this problem. We apologize for the inconvenience.
